Tower Hamlets Council has appointed Hannah Dalgleish as its new Director of Regeneration and Development. She will join the council in early 2026.
Hannah brings 19 years’ experience across public and private sectors, delivering complex mixed use regeneration schemes. Most recently she held senior roles at Waltham Forest Council, including Director of Capital Delivery and Acting Corporate Director of Property and Delivery, where she led a £150m capital programme and the delivery of 2,000 homes.
Prior to that, she spent nine years at Hackney Council, overseeing major estate regeneration schemes and contributing significantly to the borough’s transformation.
Speaking about her new role, Hannah Dalgleish said:
“I’m excited to step into this role at such a pivotal time for Tower Hamlets, a borough defined by its energy, diversity, and ambition.
“My focus will be on delivering high-quality housing, fostering inclusive economic growth, and ensuring that every regeneration project generates meaningful and lasting benefits for our residents and businesses. This is about more than physical change; it is about building trust with our communities, unlocking opportunity, and strengthening pride in the places people call home.”
David Joyce, Corporate Director for Housing and Regeneration, said:
“We are thrilled to welcome Hannah to Tower Hamlets. Her outstanding track record in driving meaningful regeneration in places like Hackney and Waltham Forest speaks volumes — from unlocking investment to delivering inclusive growth, she’s made a real difference to communities.
“We’re excited to see how her experience, energy and vision will help shape what’s possible here in Tower Hamlets. Looking forward to working together to build on the borough’s strengths and deliver ambitious change.”
