Permanent Director for Public Protection and Integrated Enforcement appointed

Tower Hamlets Council has appointed Kiran Vagarwal as its new permanent Director for Public Protection and Integrated Enforcement.

Ms Vagarwal, who for the past three years has been the Assistant Director for Stronger and Safer Communities at Wandsworth and Richmond Councils, will take up her new role at Tower Hamlets on 21 January 2026.

Ms Vagarwal said
“I’m thrilled to be joining Tower Hamlets and during such an exciting time; the council has one of the most ambitious agendas in local government.

“The council is making huge investments into community safety and public protection, a priority for everyone who lives, works and visits the borough, which will create opportunities that will benefit and protect local communities.

“I’m looking forward to the exciting work ahead and helping make Tower Hamlets a safer and stronger community for all.”

Ms Vagarwal brings with her over 25 years of experience in delivering community safety, public protection, enforcement , CCTV, emergency planning, children’s safeguarding and regulatory services. She has led cross borough teams to deliver voluntary and community sector support and held senior leadership positions in several London Boroughs including Wandsworth, Richmond, Brent, Merton and Barnet.

“This is a really exciting time to join Tower Hamlets as we work to deliver one of the most ambitious agendas in local government and, as our new permanent Director for Public Protection and Integrated Enforcement, Kiran will have a key role to play.

“She brings with her a wealth of experience having worked across community safety and public protection at councils with similar challenges to Tower Hamlets.

“As well as her skills and experience, she also has a fantastic knowledge and passion for the borough as a place and the people here.
