Tower Hamlets launches ambitious strategy to support families

Tower Hamlets Council has launched its new Early Help Strategy 2025-2028, setting out its plans to make support easier to access for babies, children, young people and families across the borough.  

This new strategy builds upon recent milestones, including the successful launch of four Family Hubs and the reinstatement of the Baby Feeding and Wellbeing Service.  

It also follows Ofsted’s “Outstanding” rating for children’s services earlier this year, which recognised Early Help as a particular strength.  

Lutfur Rahman, Executive Mayor of Tower Hamlets said:  

“Families are at the heart of everything we do in Tower Hamlets, but we know that many people are facing real challenges, from child poverty to cost-of-living pressures. That’s why Early Help matters – it ensures support is available before problems escalate, so families feel confident, children grow up healthy, and our communities thrive.”  

Deputy Mayor of Tower Hamlets, Maium Talukdar, said: 

“Early Help is not just a single service – it covers a whole range of support for families and children across different milestones in their lives. Our Family Hubs provide trusted spaces where families can find both universal support and targeted help.  

“Our new Early Help strategy reflects our ongoing commitment to supporting children and young people to thrive, ensuring that every family gets the right help at the right time.”  

Over the next three years, the strategy will focus on six priorities, from supporting parents in the first 1,001 days of a child’s life, to strengthening community networks and investing in a skilled workforce.  

The council launched its new Early Help strategy at its Meath Gardens Family Hub, bringing together families, community partners, council staff and local leaders.  

The event featured a panel of speakers, including residents who use Family Hub services, sharing their stories of how early help has positively impacted their lives.
