Council strategies and plans
Overview
Tower Hamlets Council develops strategies and plans that set out what we aim to achieve, how we will get there, and how we will measure progress.
These documents ensure that our work is focused on what matters most to the people of Tower Hamlets.
To make our strategies easier to access and navigate, we are publishing them all in one place.
Our strategy framework is organised around three levels:
- Our Tower Hamlets – Vision to 2035 – The borough wide vision that sets out what we want Tower Hamlets to be like in 10 years’ time, and how local organisations and partners will work together to achieve it.
- Strategic Plan 2022-26 – The Council’s four year corporate plan, setting out our priorities for this administration. A new Strategic Plan will be developed following the local elections in May 2026.
- Supporting strategies and plans – Service or theme specific strategies and plans that explain how we will deliver the priorities in ‘Our Tower Hamlets – Vision to 2035’ and the Council’s Strategic Plan, across the council and with partners.
How our key plans work together
Our long term vision, ‘Our Tower Hamlets – Vision to 2035’, sets the overall direction for the borough. To deliver this vision, we are working with partners to coproduce a Delivery Plan that will set out the actions we will take to achieve our shared ambitions.
The vision will also feed into the Council’s new Strategic Plan, which will identify the strategic priorities for this administration. The Vision, Delivery Plan, and Strategic Plan will be launched together later this year.
These priorities will then shape the Council’s wider strategies and plans, as well as service plans and individual work plans across the organisation.
Alongside this, our Continuous Improvement Plan helps strengthen the Council so we can deliver these priorities effectively and provide the best possible services for residents.
Our current strategies
The Council has a wide number of strategies addressing key issues. Below, we have grouped them under the ambitions set out in Our Tower Hamlets – Vision to 2035.
While each strategy has a specific purpose, they are designed to be mutually reinforcing, and many strategies contribute to more than one ambition.
