Our Tower Hamlets - Vision to 2035
More than 2,000 local organisations and people have come together to co-produce a new Strategic Vision for the borough, Our Tower Hamlets - Vision to 2035.
This vision sets out:
- what we want Tower Hamlets to be like by 2035
- our shared ambitions
- how we will work together to achieve them.

The vision was approved by the council’s Cabinet in December 2025. Local organisations are now taking it through their own governance processes.
We are currently in the soft-launch phase. This means we are:
- raising awareness
- building momentum for change
- developing a Delivery Plan that will set out the actions needed to achieve the ambitions.
The full launch will take place in September 2026, alongside the Delivery Plan and the council’s new Corporate Plan.
Our vision and ambitions
In Tower Hamlets, we have a proud tradition of standing together and supporting one another. Our borough is packed full of opportunity, but those opportunities are not shared equally, yet. That is not something we can tolerate. Therefore, our vision is to:
"Work together with kindness, creativity and determination to break the cycle of poverty and inequality and ensure every one of us can live a good life and achieve our full potential."
The achieve this, we have five shared ambitions:
- people work side by side to improve Tower Hamlets for everyone
- all our babies, children and young people get the best start
- every adult has the chance to build a good life
- as people grow older, they live well and enjoy life
- Tower Hamlets is a place we’re proud to call home.
How we will deliver change
The delivery of Our Tower Hamlets - Vision to 2035 will be led by the Partnership Executive Group, a partnership of public, private and third sector organisations working together to improve outcomes for the borough.
We are now working together to develop a detailed Delivery Plan, that will set out the actions needed to achieve the vision’s ambitions. This will be approved in September 2026 alongside the council’s new Corporate Plan.
We are also creating a measurement framework, with clear indicators to track progress towards the vision’s ambitions. Each year, we will use data and residents’ stories to review changes and this will be used to update the Delivery Plan.
