Section 106 Services


The council offers a variety of services to help with your planning application, complying with planning obligations and providing the status of Section 106 agreements. 

Planning Pre-application advice service

The Pre-application advice service can be used to discuss planning obligations prior to submitting your full planning application.

Financial obligation payments

The responsibility for paying a financial obligation when it is due is with the owner and any successors in title of the land to which it relates. The details of which are in the S106 agreement.  

Prior to making a due financial obligation payment, please contact the Section 106 Team with a financial obligation request. A financial ‘demand notice’ can be calculated and issued, including any additions.

The financial obligation request should contain the following information:

  • Planning permission reference that the planning agreement relates to (e.g. PA/01/00001).
  • Date the planning agreement was signed.
  • Site address.
  • Financial clause reference(s) including amount due.
  • Name and address to issue demand notice to.
  • Contact details (i.e. name and email address where we can send the demand notice), if different from above.

Non-financial obligation submissions

The responsibility for submitting any non-financial obligation information and by when is with the owner and any successors in title of the land to which it relates. The details of which are in the S106 agreement.  

Please submit non-financial obligation details to the Section 106 team with the following information:

  • Planning permission reference that the planning agreement is linked to (e.g. PA/01/00001).
  • Date the planning agreement was signed.
  • Site address.
  • Non-financial clause reference(s) and obligation requirement (e.g. Travel Plan).
  • All documents, plans, details or other information required by the relevant clause(s).
  • Contact details for the main point of contact.

Request a S106 agreement compliance letter

A S106 agreement compliance letter can be provided to confirm the status of planning obligations for a specified planning legal agreement. This is often required as part of the sale of a property.

To request a compliance letter (sometimes referred to as a ‘conveyancing letter’) please follow the below steps:

  1. Submit your compliance letter request online
  2. The council will send you a reference code starting with ‘FS’ specific to your request and contact you to make payment. A full list of our fees can be found on the Planning application fees and charges section.
  3. Pay the fee and email planning customer services to confirm your payment.
  4. The letter will be prepared and sent to you within 20 working days.
