Council launches Hardship Fund to support tenants with rent increase

The council has launched a new Hardship Fund to help council tenants who may be struggling financially following this year's rent increase.

From 6 April 2026, council rents increased by 4.8% in line with the government's rent setting arrangements. For most council tenants, this equates to an average increase of around £6.70 per week.

Recognising that rising household costs continue to put pressure on many residents, the council has introduced the Hardship Fund as a temporary measure to support those most affected. The scheme is designed to help eligible tenants manage the impact of the rent increase, maintain their tenancy and avoid falling into rent arrears.

The fund is aimed at secure council tenants who pay their own rent and are not receiving Housing Benefit, Universal Credit or Pension Credit. Applicants will also need to meet a range of financial criteria, including household income and savings thresholds, and demonstrate that they are experiencing hardship linked to the rent increase.

Successful applicants will receive a credit paid directly to their rent account. The amount awarded will reflect their individual rent increase and will provide support equivalent to six months of additional rent costs. This can help reduce existing rent arrears or prevent new arrears from building up.

The Hardship Fund will open in a series of application windows throughout the year, with funding awarded on a first-come, first-served basis. As the fund is limited, residents are encouraged to check their eligibility and apply when the scheme opens.

The council understands that not everyone facing financial difficulties will qualify for the Hardship Fund. Residents who do not meet the criteria may still be able to access a range of other support services, including financial assistance schemes, welfare advice and help to identify additional benefits they may be entitled to claim.
