Statement: potential merger between Tower Hamlets Community Housing and Poplar HARCA

Update 18 April 2024: Following extensive discussions, Poplar HARCA and THCH have decided not to progress the proposed partnership.

The Council is aware of the potential merger between Tower Hamlets Community Housing and Poplar HARCA. Council officers and the Mayor have met with Chief Executives of both organisations and discussed the reasoning and implications of a merger, plus any issues raised by existing tenants and leaseholders.

On the proposals to repurchase homes from THCH, the Mayor has sought external legal advice and after careful consideration, the Council will not be exploring the possibility of buying back THCH stock. To do so could place the Council’s current medium-term financial position at risk due to the Landlord's significant amount of debt. Furthermore, legally the Council does not hold or have any priority of first right of refusal over THCH housing stock. Nevertheless, the Mayor has emphasised to both landlords, irrespective of any potential merger, the importance that landlords work with the Council to improve housing services, stock condition and governance. He emphasised the need for an inclusive process of consultation that reflects and honours the views of all affected residents.

THCH and Poplar HARCA are currently seeking feedback from tenants and are hosting surveys on their websites. It is important that tenants participate in the surveys and submit their views about the potential merger before the closing date.
